Modifies the Delaware Open Space Council membership structure from county-based apportionment (3 members from New Castle County, 2 from Kent County, 2 from Sussex County) to county-representative membership without specific numerical quotas.

Changes Council member appointment terms from staggered initial terms (2, 3, and 4 years) to uniform 4-year terms with staggered expiration dates, ensuring no more than 4 appointments expire annually.

Specifies that Governor-appointed members serve at the pleasure of the Governor, and establishes that members continue serving until a successor is appointed, even after their term expires.

Adds removal provisions allowing appointing authorities to remove Council members at any time for any reason, including gross inefficiency, neglect of duty, or malfeasance, with neglect defined as missing 3 consecutive meetings without cause or attending less than 50% of annual meetings.

Makes minor clarifying amendments to punctuation and grammar throughout the statute.
