• Creates the Delaware Online Privacy and Protection Act establishing privacy protections for individuals using internet services and digital book services, with particular safeguards for children.

• Prohibits operators of internet services directed to children from marketing or advertising 17 specified harmful products or services (alcohol, tobacco, firearms, fireworks, lottery, sexually-oriented material, and others), and restricts use of children's personally identifiable information for such marketing.

• Requires commercial internet service operators to post a conspicuous privacy policy disclosing categories of personally identifiable information collected, third-party sharing practices, and how they respond to "do not track" signals.

• Restricts book service providers from disclosing user information to law enforcement and governmental entities except through court order with advance notice to users, or in emergency situations involving imminent danger of death or serious physical injury.

• Requires book service providers to prepare and post annual transparency reports detailing requests for user information and disclosures made (unless fewer than 30 users affected), and grants the Consumer Protection Unit of the Department of Justice enforcement authority.
