Establishes a 9-member Medical Marijuana Act Oversight Committee with members appointed by the Senate President Pro Tempore, House Speaker, Governor, and Department Secretary to evaluate and make recommendations on the medical marijuana program implementation.

Requires the Department to submit annual reports to the Governor and General Assembly containing information on applications, approved patients and caregivers by county, medical conditions, revoked cards, physicians providing certifications, compassion centers, and accounting of fees.

Designates the Department Secretary as temporary Chair of the Oversight Committee pending the committee's selection of permanent leadership, and assigns the Secretary to set the date, time, and place for the initial meeting.

Revises background check requirements for designated caregivers and compassion center/safety compliance facility employees, requiring individuals to obtain background checks before beginning work and every year (for caregivers) or every 5 years (for facility employees) thereafter.

Creates new §4927A establishing standardized background check procedures requiring submission of fingerprints to the State Bureau of Identification to obtain state and federal criminal history records, with costs borne by the person seeking the check.
