Adds definitions for "Electronic Mail" (communication delivered by electronic means per Title 18 Chapter 1, §107) and "Verified Mail" (USPS or Private Delivery Service methods providing evidence of mailing) to Title 25.

Permits self-service storage facility owners to deliver default notices to occupants by verified mail or electronic mail in addition to certified mail and personal delivery.

Requires facility owners using electronic mail for default notices to obtain the occupant's affirmative consent in the rental agreement, with the consent provision printed in bold or underlined.

Establishes that if electronic mail notice is sent but no electronic receipt is received confirming delivery, the owner must follow up with verified mail or certified mail to the occupant's last-known address.

Presumes notice delivered when deposited with USPS with proper postage or when sent by electronic mail to an address provided by the occupant, provided occupant has consented and been properly informed in the rental agreement.
