Eliminates the minimum 3-year practical training requirement and instead allows the Board of Architects to determine what type and length of training is acceptable for licensure applicants.

Clarifies that applicants may take the licensure examination prior to completing practical training requirements, rather than waiting until all training is complete.

Expands reciprocity licensing to allow architects licensed in other jurisdictions with good standing licenses to obtain Delaware licenses, including those from states with dissimilar standards if they have 5+ years of experience with a NAAB-accredited degree or 13+ years of active licensure.

Maintains the requirement that reciprocity applicants must also meet the Board's character and fitness standards under §307(c).
