• Modifies jurisdictional rules to allow Delaware courts to modify foreign child support orders when the foreign country lacks jurisdiction or refuses to exercise it, subject to Convention limitations.

• Implements federal compliance requirement under the 2014 Preventing Sex Trafficking and Strengthening Families Act to maintain federal child support program funding.
