Creates Chapter 34 of Title 16 establishing exemptions for charitable and fraternal organizations from the Certified Food Protection Manager Program requirements.

Exempts charitable and fraternal organizations classified as "very low risk" (serving food to the public 52 occasions or fewer per year, or serving no time/temperature controlled foods) from certified food protection manager requirements.

Allows ineligible charitable and fraternal organizations to request individual variances through Department regulations, except for high-risk organizations which are completely ineligible for exemptions or variances.

Defines "charitable and fraternal organizations" to include entities organized for benevolent, educational, religious, philanthropic, or tax-exempt purposes under Internal Revenue Code Section 501(c), including auxiliary organizations supporting law enforcement, firefighters, and emergency service providers.

Defines "certified food protection manager program" to include programs under the State of Delaware Food Code Section 2-102.12 and related regulatory standards.
