Add intractable epilepsy as a standalone debilitating medical condition qualifying for medical marijuana use in Delaware.

Define "intractable epilepsy" as a seizure disorder where standard medical treatment does not prevent recurring, uncontrolled seizures or produces harmful side effects.

Permit patients under 18 years of age to receive medical marijuana registry identification cards if they have intractable epilepsy or chronic/debilitating conditions involving cachexia, wasting syndrome, intractable nausea, or severe muscle spasms, and limit their access to marijuana oil only.

Allow designated caregivers to be under 21 years of age if they are the parent or legal guardian of a minor qualifying patient.

Require that physicians treating patients under 18 years of age be pediatric neurologists, pediatric gastroenterologists, pediatric oncologists, or pediatric palliative care specialists.

Add "medical marijuana oil" to the definition of usable marijuana and establish specifications for cannabidiol oil and THC-A oil formulations.
