Replaces the outdated "Program for Children with Autism" model with a statewide system providing training and technical assistance to all school districts serving students with autism spectrum disorder (ASD).

Establishes a Director of Autism Education Services position requiring a doctorate degree in psychology, exceptional children, or Applied Behavior Analysis (ABA) with at least 5 years of experience working with individuals with ASD.

Creates a team of training specialists at a ratio of at least 1 specialist per 100 students with ASD classification to provide classroom consultation, staff training, parent education, and technical assistance across all Delaware school districts.

Requires the Director to identify and promote evidence-based practices for ASD education, work collaboratively with the Department of Education, and serve as liaison with other state departments and programs.

Establishes governance structure including Parent Advisory Committees, a Peer Review Committee, and a Statewide Monitoring Review Board with authority to review educational programming, ensure compliance with evidence-based practices, resolve disputes, and submit annual reports to the Legislature and public.
