Establishes the Interagency Committee on Autism (ICA) to coordinate efforts among public and private agencies providing services to individuals with Autism Spectrum Disorder (ASD) and related developmental disabilities in Delaware.

ICA charged with implementing recommendations from the 2013 Delaware Strategic Plan on autism services, monitoring existing services for gaps and duplication, and providing annual reports to the Governor and General Assembly on progress and expenses.

Creates the Delaware Network for Excellence in Autism under a contract with the University of Delaware's Center for Disabilities Studies to provide training and technical assistance to state agencies and organizations serving people with ASD.

Network shall be directed by a Network Director hired by the Center for Disabilities Studies with ICA representation on the hiring committee, and shall include at least one administrative staff position, four Team Leader positions across healthcare/education/vocational/social services, and two Family Trainer/Navigators contracted through Autism Delaware.

Network authorized to develop a website tracking progress on autism services, administer training contracts, seek outside grant funding, and provide technical assistance to local education agencies in collaboration with the Delaware Autism Program Director.
