Requires the Delaware Department of Education to develop regulations for annually identifying enrolled students who are "military-connected youth" (those with immediate family members on active duty, in reserves, or recently retired from U.S. armed forces).

Defines "military-connected youth" to include students with a parent, step-parent, sibling, or household member serving in or retired from the Army, Air Force, Marine Corps, Navy, National Guard, Coast Guard, NOAA, or Public Health Service.

Prohibits use of military-connected youth identification for determining school achievement, growth, or performance metrics.

Designates military-connected youth identification as protected information under federal Family Educational Rights and Privacy Act (FERPA) and not subject to Delaware's Freedom of Information Act.

Requires the Secretary of Education to propose regulations on the identification process, subject to approval by the State Board of Education.
