Establishes the DEFAC Advisory Council on Spending, a 12-member council to review and evaluate state spending of revenue sources.

Council membership includes the DEFAC Chairperson (as chair), chairs of DEFAC's Revenue and Expenditure Subcommittees, four General Assembly members (one from each caucus), Secretary of Finance, Secretary of State, State Treasurer, and two public members with government and private sector experience appointed by the Governor.

Council shall review state spending including analysis from the Department of Finance, Office of Management and Budget, and Controller General's Office, and evaluate whether Delaware's principal revenue sources are appropriately allocated.

Department of Finance shall provide staff support and data to the Council; all executive branch agencies shall cooperate with Council requests; Council may engage outside expertise as needed.

Council shall report findings and recommendations to DEFAC, the Governor, and General Assembly by June 1, 2015, and is automatically terminated June 30, 2015 unless reconstituted by further Concurrent Resolution.
