Establishes a Task Force on State Educational Technology to review current technology use in Delaware public education classrooms and develop a comprehensive state plan to position Delaware as a premier state for utilizing technology in pre-K through grade 12 education.

Task Force must review state-provided bandwidth needs, current educational and assistive technology use, staff readiness for technology integration, and develop strategies for equalizing access across all school systems.

Task Force must recommend phased and funding plans for implementation, coordinate with national standards, and establish a system to track and assess progress on educational technology goals.

Task Force composed of 20+ members including the Secretary of Education (serving as Chair), state agency heads, legislative education committee chairs, school district leaders, teachers, and representatives from special education and charter schools.

Task Force must convene within 60 days of enactment and meet bimonthly, with a final report and findings due to legislative committees by March 30, 2016.
