Establishes a Task Force to evaluate the most effective and efficient methods to recycle organic waste within Delaware in an odor-free manner.

Finds that approximately 50% of waste in Delaware landfills is organic and recyclable, with 623,463 tons of waste dumped in landfills in 2013.

Task Force composition includes the Delaware Solid Waste Authority Chair (serving as chair), Secretary of Natural Resources, Secretary of Agriculture, and appointed representatives from environmental groups, waste management companies, restaurants, utilities, and conservation organizations.

Requires the Task Force to meet monthly beginning May 2015 and submit findings to the Delaware House and Senate Natural Resources Committees and the Governor by May 1, 2016.
