Establishes the Behavioral and Mental Health Task Force to examine mental health services in Delaware and recommend improvements to the mental healthcare system.

Task Force comprises 12 members including secretaries from Health and Social Services and Department of Services for Children, Youth and Their Families, Commissioner of Corrections, Commissioner of Insurance, representatives from healthcare and mental health organizations, legislative committee chairs, one state senator, one state representative, and a public member appointed by the Governor.

Co-chairs appointed by House Speaker and Senate President Pro Tempore; staff from legislative chairs and Division of Substance Abuse and Mental Health provide support.

Task Force convenes in August 2015 and concludes investigation by December 1, 2015, with final report due to legislative leaders by January 30, 2016.

Report findings and recommendations submitted to Speaker, President Pro Tempore, Governor, and relevant state departments including Department of Health and Social Services, Department of Corrections, and Department of Services for Children, Youth and Their Families.
