Establishes a Clean Water and Flood Abatement Task Force to study and recommend ways to improve water quality and alleviate flooding in Delaware

Task Force comprises 28 members including state legislators, cabinet secretaries (DNREC, Agriculture, Transportation, Health and Social Services), county representatives from all three Delaware counties, and designees from environmental, business, and labor organizations

Co-chairs appointed by the President pro tempore of the Senate and the Speaker of the House will oversee Task Force administration, including scheduling meetings and distributing materials

Task Force must begin meeting within four weeks of resolution passage, meet at least monthly, hold at least one meeting in each county, and submit final recommendations by January 31, 2016

Senate Majority Caucus is responsible for providing staff support and materials for the Task Force
