Applies to Congress for a convention of the states under Article V of the U.S. Constitution to propose amendments to the federal government.

Seeks constitutional amendments to impose fiscal restraints on the federal government, limit federal power and jurisdiction, and limit terms of office for federal officials and members of Congress.

Cites federal overspending and national debt, federal mandates imposed on states, and improper constitutional interpretation as justifications for the application.

Designates this application as a continuing application under Article V until at least two-thirds of state legislatures have made similar applications.

Requires copies of the resolution to be sent to the President, Secretary of the U.S. Senate, Speaker of the U.S. House, and Clerk of the U.S. House.
