Form a working group to recommend whether the Budget Bill should continue requiring only a simple majority vote for passage or be changed to require a three-fourths majority.

Working group membership includes representatives from the University of Delaware, Delaware State University, Charter Schools, nonprofit organizations, the Governor's office, Office of Management & Budget, Controller General, and legislative leadership from both chambers.

First meeting required by August 1, 2015 with final recommendation due to the President Pro-Tempore, Speaker, and Governor by December 1, 2015.

Current constitutional requirement of three-fourths vote for appropriations to corporations is being applied inconsistently, as the University of Delaware, Delaware State University, and Charter Schools receive funding through the simple majority Budget Bill while nonprofits are funded through the Grant-in-aid Bill requiring three-fourths vote.
