Proclaims April 6, 2016 as "National Tartan Day" to commemorate the achievements and contributions of Scottish-Americans to the United States

Recognizes that nearly half of the signers of the Declaration of Independence were of Scottish descent and that governors of 9 of the original 13 states were of Scottish ancestry, including Delaware's first governor John McKinly

Acknowledges Scottish-American contributions to American excellence in science, technology, medicine, government, economics, architecture, literature, media, and the arts

Notes that April 6 commemorates the signing of the Declaration of Arbroath in 1320, which influenced the American Declaration of Independence

Honors the 200+ Scottish heritage organizations and hundreds of thousands of Scottish-Americans throughout the United States
