Delaware applies to Congress to call an Article V convention for the exclusive purpose of proposing a constitutional amendment to address the Citizens United v. Federal Election Commission decision and related cases regarding money in politics.

The resolution characterizes the Citizens United ruling as removing restrictions on independent political spending and allowing powerful economic forces to unduly influence elections at the expense of the people's will.

Delaware intends this application as a continuing application that will be considered together with similar applications from Vermont, California, Illinois, and Montana until two-thirds of state legislatures apply for such a convention.

Delegates to the convention shall be comprised equally from individuals currently elected to state and local office or selected by election in each Congressional district, with all current and former federal officeholders prohibited from serving as delegates.

Copies of the resolution shall be sent to the President, Congress, all state governors and legislatures, the Archivist of the United States, and the Secretary of the Senate and Clerk of the House requesting official recording of this application.
