Congratulates Robert E. Clark II on being inaugurated as the 17th President of Wesley College on March 23, 2016.

Recognizes Clark's 32 years of distinguished service in the United States Navy's Submarine Force, including service as Commanding Officer of USS CONNECTICUT (SSN 22) and Commodore of Submarine Squadron FOUR.

Acknowledges Clark's service as the 84th Commandant of Midshipmen at the U.S. Naval Academy from April 2010 to May 2013, the longest tenure in Naval Academy history.

Notes Clark's role as Joint Service Coordinator at Pennsylvania State University, coordinating Reserve Officer Training Corps (ROTC) programs.

Directs presentation of a suitably prepared copy of the resolution to Robert E. Clark II.
