Establishes a special committee to examine school safety issues including violence, bullying, and mental health challenges facing Delaware students.

Committee membership includes 1 Senate member, 1 House member, chairs of education committees, school district superintendents, state agency representatives, teachers, mental health experts, law enforcement officials, and a School Resource Officer.

Committee must survey teachers, students, administrators, and experts to gather information and develop recommendations on violence, bullying, and mental health issues in schools.

Committee shall specifically address social media's effects on school safety and make recommendations for student mental health treatment and access to services.

Committee must submit findings and recommendations to the Governor and General Assembly by October 17, 2016.
