Law enforcement agencies, hospitals, testing facilities, and prosecutors must report to the State Attorney General's Office by October 15, 2015 on untested and unsubmitted sexual assault examination kits collected before September 1, 2015, including collection dates.

Criminal Justice Council must prepare a reporting checklist by August 1, 2015 and submit an aggregated report to the Governor, Attorney General, and General Assembly by January 11, 2016 identifying all untested and unsubmitted kits.

Reports must exclude personal victim information, and publicly disclosed information must be aggregated to prevent identification of individuals.

State Attorney General's Office has authority to subpoena any entity that fails to reasonably cooperate with information gathering.

Criminal Justice Council must consult with law enforcement, forensic personnel, prosecutors, and victim advocates to develop strategies for systematic improvements to sexual assault response by June 1, 2016.
