Endorses the TIGER (Transportation Investment Generating Economic Recovery) grant application for $20 million from the U.S. Department of Transportation to design and construct the Claymont Regional Transportation Center.

Supports redevelopment of the former Evraz steel mill site in Claymont, which closed in 2013 and eliminated 375 jobs, into a multi-use industrial and commercial center with potential to employ thousands.

Acknowledges the current Claymont Rail Station is obsolete with limited parking, inaccessible platforms, and inadequate passenger amenities; the station handled 302,620 passenger trips in fiscal year 2015.

Directs the Secretary of the Senate to provide copies of the resolution to the U.S. Department of Transportation Secretary and Delaware Department of Transportation Secretary notifying them of legislative support.
