Calls on U.S. Congress to enact legislation barring individuals on the federal terrorist watch list and no fly list from purchasing firearms in Delaware and across the United States.

Cites mass shootings involving legally purchased weapons and instances where perpetrators had known terrorist organization affiliations or FBI investigations.

Urges Delaware's Congressional Delegation (U.S. Senators Thomas Carper and Christopher Coons, and U.S. Representative John Carney) to support solutions to this public safety issue.

Directs copies of the resolution be sent to the National Governor's Association, National Conference of State Legislatures, Council of State Governments, and other national organizations, as well as to Congress for the public record.
