Affirms the State Board of Education's approval of the Wilmington Education Improvement Commission's redistricting plan dated December 15, 2015 and revised March 14, 2016.

Authorizes the Commission to continue developing implementation details of the plan, including working with Christina School District and Red Clay Consolidated School District on facilities assessment, grade configurations, transportation patterns, and funding reallocation.

Recognizes the plan requires sufficient funding to achieve redistricting and student outcome goals, and notes that Fiscal Year 2017 budget does not include necessary funding, causing the plan to be suspended for that year.

Clarifies that this resolution does not fulfill the final approval conditions required under Title 14 sections 1026(d)(1) and 1008(g) of the Delaware Code, pending future funding allocation and additional plan development.

Conditions all General Assembly and Governor support for school district boundary changes on availability of necessary and sufficient funding, with no obligation to take action on financing, property reassessment, or taxation.
