Establishes the Education Funding Improvement Commission to conduct a comprehensive review of Delaware's public education funding system and recommend modernization improvements.

Commission shall examine transitioning to student-focused funding weighted by demographic characteristics, increasing flexibility for resource allocation, and improving revenue collection and allocation methods.

Commission may also consider adequacy of funding levels, effective use of current funding sources, targeted support for low-income students, English language learners, students with disabilities, and homeless or adjudicated youth.

Commission comprises 20 members including gubernatorial appointees, legislative representatives, state officials, educators, administrators, school board members, business representatives, and community organization representatives.

Commission must submit findings and recommendations to the President Pro Tempore of the Senate, Speaker of the House, Governor, and public archives by March 31, 2016.
