Establishes a Delaware Motion Picture and Television Development Commission under the Department of Finance to promote motion picture and television industry development in the state.

Commission shall consist of 9 appointed members (5 by Governor, 2 by Senate President Pro Tempore, 2 by House Speaker) serving staggered 3-year terms, plus 2 ex-officio members from Finance and Environmental Control departments.

Commission members serve without compensation and may be reappointed; majority vote required for all actions.

Commission powers include adopting rules, holding hearings, requesting state agency assistance, accepting federal and private funds, securing location permits, and coordinating with local governments and industry groups.

Commission shall prepare and implement promotional programs highlighting state locations and production benefits, facilitate cooperation among government and private entities, and submit annual activity reports to the Governor and General Assembly by December 31.
