Highlights the university's research achievements including the Optical Science Center for Applied Research (OSCAR), which has received $23 million in grants since 2006 and participates in NASA's Mars Curiosity Rover mission

Designates May 15, 2016 as Delaware State University Day in Delaware and extends congratulations from the state to the university's students, alumni, faculty, and administration
