Encourages Delaware state government agencies and the General Assembly to establish or increase their social media presence to better connect with citizens, businesses, and visitors.

Directs the Delaware Government Information Center to develop and provide training opportunities for public information and communications personnel within state agencies on effective and responsible use of social media platforms.

Encourages public information and communications personnel to collaborate with the Delaware Government Information Center and Department of Technology and Information to identify efficient and effective ways to expand Delaware state government's social media presence.

Notes that dozens of Delaware government agencies already maintain social media accounts across multiple platforms, including at least 70 state offices on Facebook, 59 on Twitter, 20 on Flickr, 18 on YouTube, 13 on Instagram, and 9 on Pinterest.
