Establishes a Task Force to develop the Work-a-Day Earn-a-Pay (WDEP) public works pilot program to employ at-risk and disadvantaged residents unable to find long-term employment.

Task Force composed of 7 members including the Governor (chair), Secretary of Labor, Director of the Delaware Economic Development Office, Senate Labor Committee chair, two private sector appointees, Senate Capital Improvement Committee chair, and one minority Senate member, with appointments due by August 15, 2015.

Recommends hourly wage range of $10.25 to $15.00 for participants and considers allocation of pilot program funds for workers, management, crew leaders, private sector grants for supplies, materials, and transportation.

Directs Task Force to consider project spending targeting non-profit agencies, local governments, and private sector companies.

Task Force must submit a report with findings and recommendations to the Governor and General Assembly by December 4, 2015.
