Establishes the order of business for Delaware State Senate sessions, including calling to order, prayer, roll call, journal reading, petitions, committee reports, and bill introductions.

Sets convening times for the Senate: Tuesday at 2 p.m., Wednesday at 4 p.m. (3 p.m. in June), and Thursday at 2 p.m., with all proceedings open to the public.

Requires bills and resolutions to include titles, proper formatting, author information, and a synopsis; allows bills to be introduced by filing with the Secretary, from the floor, or through the President Pro Tem's pre-filed list.

Establishes 23 standing committees with specified jurisdiction and requires committees to hold pre-announced meetings, accept public testimony, and act on bills within 12 legislative days or allow petition for removal from committee.

Defines voting procedures requiring roll call votes and majority approval, sets rules for conduct and debate, establishes consent calendars for resolutions and executive nominations, and authorizes citation issuance by members.
