Restructures home improvement fraud penalties based on loss amount, with Class A misdemeanor as baseline rising to Class B felony for losses of $100,000 or more.

Increases penalties to Class G felony (instead of Class A misdemeanor) for fraud involving victims aged 62 or older, "adults who are impaired," or "persons with a disability," with further increases at $1,500 loss threshold.

Establishes tiered felony classifications: Class G felony for $1,500+ losses (vulnerable victims), Class F felony for $1,500+ (vulnerable victims only), Class D felony for $50,000-$99,999 losses, and Class B felony for $100,000+ losses.

Expands the definition of "home improvement contract" to include payments in any form (not just money) and clarifies it encompasses all agreements for labor, services, and materials under the contract.

Aligns home improvement fraud penalties with the theft statute (Section 841) and new home construction fraud statute (Section 917).
