Expands the definition of "qualifying person" for professional licensing purposes to include retired military, military veterans, and active duty personnel stationed outside Delaware

Currently limits military credential recognition to active duty, National Guard, and Reserve members assigned to a duty station in Delaware; removes this geographic and status restriction

Allows professional licensing boards and commissions under the Division of Professional Regulation to recognize military education, training, and experience from all current and former military personnel when reviewing credentials and issuing licenses

Changes apply to licenses and permits issued by boards and commissions administered by the Division of Professional Regulation under Title 29 of the Delaware Code
