Creates Chapter 60 (Fair Notice Act) in Delaware Code Title 11 to require notice of collateral consequences for criminal offenses.

Requires the Attorney General to provide written notice to individuals charged with an offense explaining potential legal consequences including loss of licenses, benefits, voting rights, firearm possession, property seizure, and deportation risks for non-citizens.

Mandates courts provide notice at sentencing that collateral consequences may apply, that relief from such consequences may be available, and when the individual may vote under Delaware law.

Requires release officers to provide notice to incarcerated individuals 10-30 days before release and include contact information for agencies offering assistance with collateral consequence relief.

Clarifies the Act does not provide grounds to invalidate pleas, convictions, or sentences, and does not affect attorney duties to clients.
