Removes references to the defunct Dog Control Panel and establishes Justice of the Peace Court as the authority to declare dogs dangerous or potentially dangerous under Title 16, Chapter 30F.

Prohibits dogs from being declared dangerous or potentially dangerous based solely on breed or perceived breed; requires findings to be based on individual dog actions or demonstrated vicious behavior.

Amends Title 11 to clarify that a dog's breed cannot be the sole factor in criminal liability for maintaining a dangerous animal; liability remains based on the dog's individualized propensity for viciousness.

Prohibits municipal governments from enacting ordinances or regulations that restrict dogs based on breed or perceived breed.

Establishes statewide consistency in dangerous dog laws by preventing breed-specific enforcement and requiring behavior-based determinations.
