Amends Delaware Code Title 14 regarding school board vacancy procedures to establish a deadline for special filing periods.

Creates an end date for special filing deadlines when vacancies occur after the second Friday in February, limiting eligibility to vacancies that occur on or before the filing deadline established in § 1075(a).

Specifies that the Department of Elections must establish a special filing deadline 20 days following receipt of vacancy notification, with adjustments if the deadline falls on a Saturday, Sunday, or state holiday.

Provides that vacancies occurring after the first Friday in March will be filled by remaining school board members for the remainder of the fiscal year rather than triggering a special election filing period.
