Requires healthcare providers to notify the Division of child welfare services when they identify infants with prenatal substance exposure, withdrawal symptoms, or Fetal Alcohol Spectrum Disorder.

Establishes a non-punitive, service-focused system to develop and implement Plans of Safe Care addressing the health and substance use treatment needs of affected infants and their families or caregivers.

Designates the Division to determine whether cases require investigation or family assessment, develop care plans, and contract for services when cases are not accepted for full investigation.

Exempts withdrawal symptoms resulting exclusively from prescription medications properly administered to the mother or infant under medical supervision with no other safety risk factors from notification requirements.

Requires annual reporting to the Child Protection Accountability Commission and Child Death Review Commission with aggregate data on notifications, care plans developed, and services provided to affected infants and families.
