Requires School Resource Officers (SROs) and other sworn law enforcement employees, contractors, or subcontractors working in schools to receive annual training on disability awareness, de-escalation techniques, intervention decisions, and Individualized Education Programs (IEPs).

Mandates SROs participate in annual State Police or equivalent police department training and meet with building representatives at the start of each school year to familiarize themselves with disability-related behaviors and school personnel responses.

Requires school districts and charter schools to establish Memoranda of Agreement (MOA) with the agencies employing SROs, consistent with Department of Education regulation templates.

Establishes that incident reporting involving SROs must follow the same procedures as for school personnel and include police report identification numbers where applicable.

Takes effect July 1, 2018 and directs the Department of Education to develop and update implementing regulations in collaboration with the Governor's Advisory Council for Exceptional Citizens (GACEC).
