Permits proceeds from a deceased designated beneficiary's ABLE account to be transferred to their estate or to another eligible individual's account as specified by the beneficiary or their estate, unless prohibited by federal law.

Prohibits state agencies and instrumentalities from seeking repayment (clawback) from ABLE accounts under Internal Revenue Code § 529A(f) for benefits previously provided to the deceased designated beneficiary.
