Establishes the Complete Your Degree Grant Program to provide grant funding for tuition to students reenrolling in associate degree programs at Delaware public postsecondary institutions.

Requires eligible students to have earned a minimum of 30 credit hours toward an associate degree, been out of school for at least 24 months, have independent dependency status, and have adjusted gross income not exceeding $36,000.

Mandates students apply for and accept all other available gift aid (excluding loans) before receiving grants, maintain a 2.5 minimum cumulative GPA, earn at least 9 credit hours per semester, and maintain continuous enrollment of at least two semesters per academic year.

Grants are awarded on a first-come, first-served basis and cover tuition and mandatory fees minus other gift aid, with disbursement occurring on a semester-by-semester basis upon enrollment verification.

Limits state funding expenditure to no more than $1.5 million total during the initial 3 years, subject to General Assembly appropriation and availability.
