Amends Delaware Code § 704 to clarify the definition of "lure" in hunting and trapping, excluding deer hunting lures and tangible decoys from prohibited devices.

Permits handguns and rifles for deer hunting on privately owned lands south of the Chesapeake and Delaware Canal and designated state-owned lands, limited to specific calibers and configurations.

Handguns for deer hunting restricted to revolvers and single-shot pistols with barrel length 5.75-12.5 inches in straight-wall ammunition (.357 to .50 caliber) and must be carried openly.

Rifles for deer hunting limited to straight-walled ammunition with open sights or telescopic sights and loaded with no more than 3 cartridges combined.

Establishes a separate 7-day deer hunting season beginning the first Saturday in January through the second Saturday in January for handguns and rifles, and permits their use during shotgun deer seasons.

Prohibits operation of computer software or remote control devices that allow hunting from a location other than the hunt site.
