Establishes the Delaware End of Life Options Act, creating Chapter 25B of Title 16 to allow terminally ill adults to request medication to end their lives in a humane and dignified manner.

Requires multiple safeguards including two oral requests (15 days apart), one written request (48 hours before prescription), confirmation by a consulting physician, and psychiatric evaluation if indicated.

Limits eligibility to Delaware residents age 18+ with a terminal disease expected to cause death within 6 months who are capable of making an informed decision and acting voluntarily.

Permits attending physicians to dispense medication directly or refer to pharmacists, and allows physicians to sign death certificates listing the underlying terminal illness as cause of death.

Provides immunity from civil, criminal, and professional disciplinary liability for healthcare providers participating in good faith compliance, while allowing healthcare facilities to prohibit participation on their premises with advance notice.
