Dissolves the existing Human Trafficking Coordinating Council and reestablishes it as the Human Trafficking Interagency Coordinating Council with 13 members including representatives from judiciary, law enforcement, healthcare, and four victim advocates appointed by the Governor.

Council shall develop comprehensive plans for victim services, coordinate between agencies and courts, collect trafficking data, promote public awareness, create informational signs with hotline information, and coordinate training for employees who may encounter trafficking victims or perpetrators.

Requires the Delaware Department of Transportation to display human trafficking awareness signs in transportation stations, rest areas, and welcome centers; Council designates additional locations including adult entertainment facilities, job recruitment centers, hospitals, and emergency care providers.

Imposes a $300 fine per violation on employers who knowingly fail to display the required public awareness sign, with the fine serving as the exclusive remedy for non-compliance.

Council must submit annual written reports to the Governor, General Assembly, and Chief Justice by September 15; must meet at least four times per year with seven members constituting a quorum; first meeting to convene within 90 days of enactment.
