Permits wine producers with valid licenses in Delaware or other states to obtain a wine direct shipper license and ship wine directly to Delaware consumers through licensed carriers.

Limits direct shippers to shipping no more than 3 nine-liter cases per household annually and a maximum of 1,800 nine-liter cases statewide per year.

Requires wine direct shippers to pay applicable excise taxes, file quarterly reports with the Commissioner and Division of Revenue detailing shipments and customer information, and obtain a $100 application fee with $100 biennial renewal fees ($1,000 for shippers exceeding 200 cases annually).

Mandates carriers obtain a permit ($100 application and renewal fee) and establish age verification requirements, including obtaining signatures from individuals age 21 or older upon delivery and requiring drivers to complete alcohol server training within 60 days of employment.

Repeals the previous direct purchasing provision allowing residents to buy wine and beer from out-of-state retailers through a three-tier distribution system involving wholesalers and retail licensees.
