Adds new provision § 2011(f) allowing qualified voters to register at any Department of Elections office regardless of their county of residence.

Eliminates outdated mobile voter registration provisions including § 2021 (which detailed mobile registration team requirements and county scheduling) and § 2025 (which addressed intercounty registration at mobile sites).

Consolidates voter registration access by removing the distinction between fixed office locations and mobile registration sites while maintaining cross-county registration rights.
