Increases the compulsory school attendance age from 16 to 17 years old for all students in Delaware.

Expands the definition of truancy to apply to students under age 17 (previously under 16) who are absent without valid excuse for more than 3 school days in a school year.

Updates police authority to return students under age 17 (previously under 16) found off school property without authorization to their home school.

Allows police to detain students under age 17 (previously under 16) off school property without authorization for up to 2 hours for parental notification purposes, with detention occurring outside criminal holding areas.
