Establishes that the Child Protection Accountability Commission may delegate tasks to committees, workgroups, and panels to conduct investigations and reviews of child abuse and neglect deaths and near deaths.

Clarifies that all records, findings, and recommendations from these reviews are confidential and cannot be used in any civil, criminal, administrative, or judicial proceeding, nor are they subject to court subpoena or discovery.

Extends confidentiality protections and immunity from liability to committee members, panel members, contractors, and volunteers assisting the Commission in its investigations.

Specifies that the Commission's confidential reviews do not fulfill the State's obligations under the federal Child Abuse Prevention and Treatment Act (42 U.S.C. § 5106a) to publicly disclose information about child deaths and near deaths.

Requires the Commission to issue initial reviews when criminal prosecutions are ongoing, with final reviews potentially deferred up to 6 months after prosecution completion.
