Clarifies that child death reviews, maternal death reviews, and stillbirth reviews conducted by the Child Death Review Commission are confidential and cannot be used in court proceedings, discovery, or as evidence in civil, criminal, or administrative cases.

Expands confidentiality protections to include committee members, contractors, and volunteers working with the Commission, in addition to regional panels and case review teams.

Provides immunity from liability for Commission members, panel members, staff, contractors, and volunteers acting in good faith when performing their duties related to death reviews.

Specifies that any findings or recommendations released publicly by the Commission cannot identify specific individuals or non-governmental organizations.

Clarifies that aggregate statistical data compiled by the Commission may be released at its discretion, and ensures records are not subject to subpoena or discovery except as expressly provided in the statute.
