Adds a waiver provision allowing the Board of Pilot Commissioners to waive criminal history disqualifications for apprentice pilot applicants if specific criteria are met, including that more than 5 years have elapsed since conviction and the applicant poses no danger to public safety.

Prohibits appointment of apprentices who have committed acts grounds for disciplinary action, except where the Board grants a waiver after a hearing and finds the applicant capable of practicing river piloting competently and professionally.

Bars persons convicted of felony sexual offenses from obtaining a waiver and serving as apprentice pilots.

Adds two new grounds for disciplining licensed pilots: conviction of a crime substantially related to river piloting practice, and subjection of a river pilot license to discipline in any other jurisdiction.
